To determine if your question makes sense, start removing adjectives, like "global population growth", which describes "trends" and "local or national population" which describes "policies". You are left with "Tensions between trends and policies".

That doesn’t make sense to me. From the lack of responses, I guess that it doesn’t make sense to others, either.
