Seems most likely that they don’t take answers from anybody except themselves. Even if there were a head honcho, removing him probably wouldn’t change the actions of those directly beneath him. we can only go as far as the hard evidence takes us. speculating about who controls what probably won’t be as effective as dealing with what we know for sure.
